California New Car Dealer Association’s 2023 Franchise Bill
November 28, 2023
Last month, California Governor Gavin Newsom signed the California New Car Dealer Association’s 2023 Franchise Bill (AB 473), signaling a massive win for franchised new car dealers in the state.
Authored and championed by Assembly Member Cecilia Aguiar-Curry (D-Winters), the bill strengthens CA’s franchise laws, creating a fairer and more balanced environment for dealers. It emphasizes accountability and transparency, benefiting all franchised dealer members. Effective January 1, 2024, bill highlights include:
- Preserving Franchise Integrity: No new brands competing with established dealers
- Equitable DC Fast Charging: Fair costs with no burden on dealers
- Post-sale Subscription Limits: Ensures fairness in consumer choices
- Transparent Reservations: Open process for dealers and consumers
- Reimbursement for Digital Services: Manufacturers reimburse dealers for non-compliant services
